Who Qualifies as a Repatriate?
The Law on Repatriation defines repatriates as persons of Latvian (including Latgalian) or Livonian nationality who return to Latvia for permanent residence, along with their descendants.
Eligibility extends to three groups:
Persons whose ancestors were Latvian, Latgalian, or Livonian by nationality
Persons whose ancestors lived on the territory of present-day Latvia or held Latvian citizenship between 1881 and 17 June 1940
Persons who left Latvia between 17 June 1940 and 4 May 1990 fleeing Soviet or German occupation, or who were deported to special settlements during that period
One clarification worth noting: “Latgalian” is treated as equivalent to “Latvian” under both repatriation and citizenship legislation.

Documentary Proof of Origin
In practice, the evidentiary standard for ancestry is the part of this process that takes the most time. You will need:
- Birth certificates of ancestors showing Latvian or Livonian nationality
- Archival records or citizenship documents confirming that ancestors held Latvian citizenship between 1881 and 1940
Some cases require working with state archives and church registers in Latvia, as well as in the applicant’s current country of residence.
