Who Is It For
Who Qualifies for an Intra-Corporate Transfer in Latvia
Four conditions must all be met:
The employee works for a company based outside the EU
The receiving entity in Latvia belongs to the same corporate group
A valid employment contract exists with the sending company
The transfer is temporary — the primary employer does not change
Two ICT Categories
- ICT — Manager or Specialist (paragraph 6¹) — covers employees who hold a managerial position, or whose specialised knowledge is critical to the company’s operations. Permit validity: up to 3 years.
- ICT — Trainee (paragraph 6²) — applies to employees at a professional development stage, undergoing training or an internship at the Latvian branch, without performing independent managerial functions. Permit validity: up to 1 year.
Core Requirements for the Latvia Intra-Company Transfer Visa
- A sending company located outside the EU
- A host company in Latvia (branch, subsidiary, or representative office)
- Confirmation of the corporate relationship between the two entities
- Employment contract with the sending company
- Intra-corporate transfer decision
- Proof of the employee’s qualifications and relevant experience
- Health insurance
- A registered residential address in Latvia (declaration of residence Latvia)
Employment and Immigration Specifics
- The employment relationship stays with the company outside the EU throughout the transfer
- Salary is paid according to the terms of the intra-corporate transfer decision
- A work permit is issued as part of the ICT residence permit Latvia — no separate work permit is needed
- Change of employer is not permitted under this status

The ICT permit does not provide a direct path to permanent residency. It is a temporary status by definition, and time spent on it does not automatically count toward long-term residence qualification. In practice, clients who want to remain in Latvia longer-term need to plan a separate route well before the ICT residence permit Latvia expires.
