Residence Permits

Latvian Citizenship for Latvians (Livonians) and Persons of Latvian Origin

Latvia citizenship by Latvian descent passes through bloodlines. If your ancestors were Latvian or Livonian citizens, you may be entitled to restore citizenship — or acquire it through the repatriation programme — without going through the standard latvia naturalization route.

General Information

Restored or acquired citizenship grants permanent residence and work rights in Latvia. Under the repatriation programme, you can also retain your existing citizenship: Latvia permits dual citizenship for repatriates.

Who Is It For

Who Qualifies as a Repatriate?

The Law on Repatriation defines repatriates as persons of Latvian (including Latgalian) or Livonian nationality who return to Latvia for permanent residence, along with their descendants.

Eligibility extends to three groups:

01

Persons whose ancestors were Latvian, Latgalian, or Livonian by nationality

02

Persons whose ancestors lived on the territory of present-day Latvia or held Latvian citizenship between 1881 and 17 June 1940

03

Persons who left Latvia between 17 June 1940 and 4 May 1990 fleeing Soviet or German occupation, or who were deported to special settlements during that period

One clarification worth noting: “Latgalian” is treated as equivalent to “Latvian” under both repatriation and citizenship legislation.

Advantages

What Latvian Citizenship Gives You

Permanent residence in Latvia
Right to work in Latvia and across the EU
Free movement within the EU and Schengen Area
Free or subsidised education in Latvia
Access to universities in other EU member states
Healthcare and social insurance
Social benefits and guarantees
Political rights, including the right to stand for public office
The right to run a business in Latvia and other EU countries
Consular protection and assistance abroad

Documentary Proof of Origin

In practice, the evidentiary standard for ancestry is the part of this process that takes the most time. You will need:

  • Birth certificates of ancestors showing Latvian or Livonian nationality
  • Archival records or citizenship documents confirming that ancestors held Latvian citizenship between 1881 and 1940

Some cases require working with state archives and church registers in Latvia, as well as in the applicant’s current country of residence.

Other Benefits of the Programme

Latvia maintains state programmes supporting the return and social integration of Latvians and Livonians. Beyond the legal rights that come with citizenship, repatriates can take part in the public and cultural life of Latvia — something that matters to many clients who are reconnecting with family roots after generations abroad.

Latvia Citizenship by Latvian Descent — Programme Overview

Latvia offers a simplified citizenship process for persons of Latvian and Livonian origin and for descendants of former Latvian citizens. The simplification reflects the applicant’s historical connection to Latvia rather than standard residency-based criteria.

Core latvian citizenship requirements:

  • Residence in Latvia for a specified period under a valid residence permit
  • Latvian language knowledge sufficient to pass the citizenship test
  • Knowledge of the Constitution and national symbols

The precise requirements depend on the specific grounds — restoration of citizenship, repatriation, or descent from Latvian citizens — and are assessed individually.
