What Is the EU Blue Card?

The legal basis is Directive 2009/50/EC of the European Parliament and of the Council (25 May 2009), which governs entry and residence conditions for third-country nationals in highly qualified employment. In Latvia, the EU Blue Card is issued under the Imigrācijas likums.

Employment must be formalised — either through an employment contract or a contract for services with a Latvian company.

Who Is It For

Who Qualifies for the EU Blue Card in Latvia?

The Blue Card is for highly qualified professionals who meet all of the following:

A higher education qualification from a programme of at least 3 years, or verified professional experience of at least 5 years

A confirmed position with a Latvian employer

A gross salary at or above the applicable threshold (see below)

Intent to work in a role that corresponds to their qualifications or experience

It suits applicants who are thinking beyond the initial permit — those planning long-term residence, family relocation, or eventual permanent status in the EU.

The permit is issued for 2 years from the outset, with renewal available provided the conditions are still met.

Both migration authorities and tax authorities verify the salary requirement at the application stage and again at renewal. In practice, this is one of the conditions most closely reviewed — underpayment or inconsistency between declared and actual salary has caused renewals to be refused.

Additional Conditions Worth Knowing

Changing employers is permitted during the validity of the Blue Card, provided the salary and qualification conditions are still satisfied and the migration authorities are notified.

For permanent residence purposes: the applicant must not have spent more than 10 months outside Latvia across any 5-year period. Gaps in physical presence are tracked, and exceeding that limit resets the clock.

What Comes Next

Route to Permanent Residence

After 5 years of lawful residence under the EU Blue Card, the applicant becomes eligible to apply for a permanent residence permit — provided the stay and integration requirements have been met throughout.

Upon approval, the applicant receives a personal code Latvia and an ID card Latvia confirming their long-term status.

The Blue Card is one of the more direct employment-based routes to long-term EU status available to non-EU nationals.
