Who This Programme Is Designed For

The alternative investment fund Latvia residency route suits investors who want EU residency without operating a business in Latvia. Unlike the share capital investment ground (point 10), this route requires no Latvian company — the capital goes into a fund structure overseen by the state.

The model is passive: commit the capital, meet the programme conditions, receive your residence permit.

Nationality restriction: Citizens of Russia and Belarus cannot apply under point 36. Imigrācijas likums 27. pants, seventh and eighth paragraphs, states this explicitly. There is no exception under the current law.

Requirements (as enacted in law)

Once the fund becomes operational, applicants will need to satisfy the following:

  • Minimum investment of €150,000 into the state-established alternative investment fund
  • Payment of the €10,000 state fee
  • Valid health insurance with minimum coverage of €42,600 (per current Cabinet of Ministers regulations)
  • No criminal record
  • Proof of lawful origin of invested funds
  • Registered address in Latvia

The subscription mechanics — how capital is transferred, what documentation the fund manager will require, how investment confirmation is issued to PMLP — depend on the fund’s operating rules, which have not yet been published.

What Investors Usually Ask About This Route

When will applications open?
No official date has been announced. The law came into force on 15 September 2026, but the state-established fund must be constituted before PMLP can accept applications. Further regulatory acts are expected in the coming months.

Can I apply through a private alternative investment fund instead?
No. Point 36 of the Imigrācijas likums refers specifically to the state-established fund. Private fund investments do not qualify under this ground.

In practice, this is one of the questions clients ask most often — and the answer matters, because several private AIF structures marketed as “Latvia residency qualifying” do not meet the statutory requirement.
