Who Counts as Self-Employed

Under Latvian immigration law, a self-employed person is a foreign national who:

  • conducts economic activity in their own name
  • is registered with the State Revenue Service (VID) as self-employed
  • provides services or carries out other permitted business activity independently
  • pays taxes in Latvia and files tax reports with VID

No employer. No salary under an employment contract. The activity and the tax liability are entirely the individual’s own.

Requirements

Key Requirements for a Self-Employed Visa Latvia

To obtain a temporary residence permit on self-employed grounds, you will need:

a valid foreign passport
VID registration as a self-employed person
confirmation of planned economic activity
a business plan with described activity and financial projections
proof of sufficient funds for subsistence
a residential address in Latvia (declaration of residence Latvia)
valid health insurance
no immigration violations

An invitation from a Latvian company is not required.

The Business Plan

Both first-time applications and renewals require an economically justified business plan. It must:

  • describe the nature and scope of the activity
  • confirm a realistic prospect of generating income
  • show the financial stability of the applicant
  • correspond to the declared activity types

In some cases, PMLP (Office of Citizenship and Migration Affairs) is entitled to request a professionally prepared or audited version. In practice, the quality of the business plan is one of the first things the migration authorities look at — a vague or generic document increases the risk of refusal.

Tax Obligations

A self-employed person in Latvia must:

  • pay personal income tax (IIN) on income
  • pay mandatory social insurance contributions (VSAOI) calculated on income
  • file tax reports with VID
  • register as a VAT payer upon reaching the turnover threshold, or do so voluntarily before that

Full personal liability for all tax obligations applies from day one.

Validity and Renewal

The pašnodarbinātais Latvia residence permit is issued for up to one year at a time.

Renewal: What You Need to Show

Renewal requires confirmation that the applicant has been actively conducting business and paying taxes in Latvia.

If a full reporting year has passed:
The total taxes paid to state and municipal budgets for the previous calendar year must be at least €9,960. Refunded or refundable taxes are excluded from this calculation.

If the first year is not yet complete:
Where less than one year has passed since the first permit was issued, you must show that taxes paid average at least €800 per month.

In our experience, the most common reason for refusal at renewal is failure to meet this tax threshold — often because the applicant underestimated how quickly the first year closes out.
