Overview

General Information About EU Long-Term Resident Status Latvia

Foreign nationals who have legally and continuously resided in Latvia for at least five years may apply for this status.

The legal framework rests on two sources:

  • the Immigration Law of the Republic of Latvia
  • EU legislation on long-term residents, including the Latvia long-term residence EU directive

Once approved, the applicant receives permanent residence rights in Latvia, an EU long-term residence card Latvia, and access to additional mobility rights across EU member states.

Who Is It For

Who Can Apply for EU Long-Term Resident Status in Latvia

The applicant must, as a general rule, satisfy all of the following:

01

legal residence in Latvia for at least 5 continuous years

02

a valid residence permit throughout that period

03

stable, documented income

04

a declared place of residence in Latvia (declaration of residence Latvia)

05

valid medical insurance where required

06

demonstrated integration into Latvian society

Some periods of stay may not count toward the five-year threshold, depending on the immigration category under which the applicant resided.

Residence Requirement

Continuous residence is treated seriously by the authorities. Absence from Latvia must not exceed the periods permitted under law, and prolonged absence from the EU can break eligibility entirely.

In practice, PMLP looks at more than just entry and exit stamps. They examine tax residency status (whether the applicant qualifies as a tax resident Latvia), employment or business activity, and integration factors alongside the raw residence figures.

Latvian Language Requirement

Applicants must demonstrate knowledge of Latvian at a minimum A2 level. The examination is organised in accordance with Latvian legal requirements.

Exemptions exist for:

  • age
  • health condition
  • other circumstances specified by law

If a client is uncertain whether they qualify for an exemption, it is worth confirming with PMLP before booking the exam — the criteria are narrower than many expect.

Advantages

Rights Granted by EU Long-Term Resident Status

EU long-term residency Latvia covers a meaningful range of rights

permanent residence in Latvia
unrestricted access to the Latvian labour market
access to social guarantees and healthcare
the right to reside in other EU member states under simplified procedures — a significant practical advantage over standard permits when comparing eu long term residence permit countries
right to family reunification
long-term stability of immigration status

For third-country nationals, this is among the strongest permanent statuses available within the EU.

Difference Between Latvian Permanent Residence and EU Long-Term Resident Status

These two statuses are related but legally distinct. Latvian permanent residence is a national status. EU Long-Term Resident status sits on top of that, adding broader EU-level mobility rights, simplified relocation options to certain member states, and harmonised protection under EU legislation.

Many applicants go straight for EU Long-Term Resident status once they become eligible, since the national permanent residence status alone does not carry those EU-wide benefits.
