Who Is It For
Who Can Apply for EU Long-Term Resident Status in Latvia
The applicant must, as a general rule, satisfy all of the following:
legal residence in Latvia for at least 5 continuous years
a valid residence permit throughout that period
stable, documented income
a declared place of residence in Latvia (declaration of residence Latvia)
valid medical insurance where required
demonstrated integration into Latvian society
Some periods of stay may not count toward the five-year threshold, depending on the immigration category under which the applicant resided.
Residence Requirement
Continuous residence is treated seriously by the authorities. Absence from Latvia must not exceed the periods permitted under law, and prolonged absence from the EU can break eligibility entirely.
In practice, PMLP looks at more than just entry and exit stamps. They examine tax residency status (whether the applicant qualifies as a tax resident Latvia), employment or business activity, and integration factors alongside the raw residence figures.
Latvian Language Requirement
Applicants must demonstrate knowledge of Latvian at a minimum A2 level. The examination is organised in accordance with Latvian legal requirements.
Exemptions exist for:
- age
- health condition
- other circumstances specified by law
If a client is uncertain whether they qualify for an exemption, it is worth confirming with PMLP before booking the exam — the criteria are narrower than many expect.

These two statuses are related but legally distinct. Latvian permanent residence is a national status. EU Long-Term Resident status sits on top of that, adding broader EU-level mobility rights, simplified relocation options to certain member states, and harmonised protection under EU legislation.
Many applicants go straight for EU Long-Term Resident status once they become eligible, since the national permanent residence status alone does not carry those EU-wide benefits.

Processing Time
Standard review takes up to 90 days from the point all documents are submitted. An expedited procedure is available for an additional state fee, reducing processing to around 30 days. For a higher surcharge, review can be shortened to approximately 10 days.
