Who Is It For
Who Qualifies as an EU Citizen
For the purposes of Latvian residence registration, EU citizens and persons with equivalent status include:
citizens of all EU member states
citizens of EEA countries: Norway, Iceland, and Liechtenstein
citizens of the Swiss Confederation
When EU Citizen Registration in Latvia Is Required
Registration is mandatory if an EU citizen:
- intends to stay in Latvia for more than 90 days
- is relocating for employment, business, or self-employment
- lives in Latvia without working but has sufficient financial means
- is studying at a Latvian educational institution
- is a family member of an EU citizen already residing in Latvia
Grounds for Registering the Right of Residence
An EU citizen may register on one of the following grounds:

– employment under a labour contract with a Latvian company
– self-employment or entrepreneurial activity
🔹 Economically Inactive Person
– sufficient financial means to support oneself
– valid health insurance
🔹 Study
– enrolment at an accredited educational institution
– sufficient means of subsistence and health insurance

– spouse

– dependants (in prescribed cases)

After registration, an EU citizen may
Permanent Right of Residence for EU Citizens in Latvia
An EU citizen who has continuously resided in Latvia for 5 years is entitled to apply for permanent right of residence. Three conditions apply: you must actually reside in Latvia, absences must not exceed permitted periods, and you must have maintained a lawful basis for residence throughout.
Permanent right of residence does not require annual renewal. In practice, it is the most stable status available to EU citizens in Latvia.
Family Members of EU Citizens Who Are Not EU Nationals
Non-EU family members of an EEA citizen in Latvia may obtain a residence card for a family member of an EU citizen, confirm family ties, and register their residence with PMLP. These cases are handled separately, including situations involving complex family circumstances.
How This Differs from a Residence Permit for Third-Country Nationals
EU citizens do not obtain a residence permit in the conventional sense. The EU citizen registration Latvia procedure applies instead, with no quotas, no work permit requirements, and no minimum salary thresholds. The process is substantially simpler and faster than the third-country national route.

Registration Procedure
Documents are submitted to PMLP (Office of Citizenship and Migration Affairs). The standard document set includes:

a document confirming the grounds for residence (employment contract, self-employment registration, proof of income, university enrolment confirmation, etc.)

Duration of Registration
- Registration is normally issued for up to 5 years.
- Where the grounds are maintained, registration may be renewed.
- If your grounds for residence change, the details must be updated with PMLP.
